Just Starting Out

I'm just starting out in getting into film making. I've wanted to do this for years, but film schools won't train you unless you have 3 to 5 years previous experience (?). Okay, here is what I need to know.

What is the standard film used today?
(this on will help with a lot of things)
Where can I get a SteadiCam?
Where can I get Up to date editing equipment?

Waht sort of budget do you have? Is it big, or small? And what previous experiance do you have?

Well, this will be my first actual film. Budget, well, I'm asking these questions because I need to know what equipment to borrow from someone. I have a few friends with connections, but I have to be specific on what I want and need to do this. As far as budget, small, but like I said, I can get the equipment no problem.
